It's true. Think about it, if you wanted to go against him, you would have to make an argument. But before you can make an argument, you would have to make half an argument.
But before you can make half an argument, you would have to make a quarter of an argument. And before you can make a quarter of an argument, you have to make an eighth of an argument, and so on. It seems you would have to perform an infinite amount of tasks in order to make even a single argument against Parmenides.
