Depends on what you mean by "character"

Literally everyone suffers. In different magnitudes, sure, but everyone does. It's not this "suffering" that builds characters, but simply the experiences. There's no life without suffering. The more life you live, the more suffering you'll meet. The more life, the more character. All connected.

Someone who's suffered has lived and that life is what gives them character.
