Historically for the past several centuries Europeans have been the only ones with enough time on their hands to be writing books.
Everyone else has been struggling to eat or stay alive for one reason or another. You can’t just conjure literature that doesn’t exist out of thin air.
It’s not that African literature for example has been hidden or repressed or that Africans can’t write. Writing fiction isn’t among the priorities of people who wonder where their next meal is going to come from.

The idea of decolonisation is a quintessentially Western philosophy, most non-Western philosophy glorifies subservience to a powerful leader/state/hierarchy (especially in the Sinosphere ), decolonisation only began as revolutionary Western literature spread throughout Western colonies.
Example: the French insistence on Voltaire, Marx and the Rights of Man and such being taught in Vietnam as opposed to the slavish teachings of Confucius and Co. inspired the Vietnamese to rise against their French (and American and Chinese) masters.

Black Skin, White Masks by Franz Fanon is a psychoanalysis of colonialism, both of the colonised and the coloniser. He was mostly talking about Algeria under French rule in the 1950s, but the analysis he performed is applicable to other contexts, since he was also analysing small things like social interactions and some presuppositions.

Read some Malcom X speeches when he was part of the Nation of Islam. He was angry and really knew how to scare white America at the time.

Read Spengler and Calasso. Also, you have to understand the Cold War context here. The USSR was racking up wins in Africa and the US wanted to present a good face to Africa to bring them into our sphere. This goes along with efforts like sending Louis Armstrong to tour in Africa to promote the Civil Rights movement.
