Stuff by Jeffrey Thomas ain't bad, has a short story anthology called Punktown that was weird and sad and spooky as fuck. learned about him from a book called Boneland, where first contact with aliens caused a decimated bug population, a rash of suicides, and an industry for recording the dead and murdered, because apparently said aliens were into snuff.

China Tom Mieville ain't bad if you can stomach the admittedly rare communist flag-waving in some of his stories.
I read Embassy town by him as well as bits of his Bas-Lag books, and I dig his style.

You could also try the Etched City, which, despite the kitchen sink-nature of its culture, was really a love letter to the Decadent Victorian stuff by Oscar Wilde. There's magic, but no fireballs, just weird things.
