That's weird, I've never had to cajole a girl into it. A lot of guys are freaks about it but if you just show mild self-awareness that it's slightly out of the ordinary, I would figure you'd be fine. Usually girls are actually into it, and the worst case scenario I've had was simply neutrality, complete "meh" about it.

If I'm asked to explain it I usually just admit it's weird but then relate it back to something that isn't weird, namely the fact that I'm attracted to her as a whole, and I want to express that attraction and appreciation in a bunch of different ways. Foot stuff is a slightly out of the ordinary way of doing that, but it's still doing that. It even has an added aspect, that this is a part of her that is usually neglected and seen as mundane, and I'm sort of showing that even the mundane parts of her are hot. Usually this explanation suffices.
