Obviously we should be trying to fix the root causes of crime instead of just locking criminals up on taxpayer money (after which they will more often than not go back to jail). Some people think criminals can't be rehabilitated. If you look at your average ex-con or serial drug user, you start to get this pessimistic outlook. Not saying which stance is right, but I would guess that you don't spend much time around criminals?
I think the question should really be, given that most criminals are shitty people, is it worth the effort for the small percentage of them who can be rehabilitated to try to rehabilitate them all?

It's both I suppose. I imagine you should answer what is right but also not absurd / unfeasible without ridiculous cost to people. If it costs one billion dollars to rehabilitate a prisoner, it's probably even immoral because you would have had to have taken that money from people though taxes.
