Depending where you live.
I used to live 2 km from France, and there was a Champion shop which sold VERY cheap fountain pens for about 7€. So if you live in France/Belgium/West-Switzerland, make a trip to the nearest French Champion store and check out what they have.

If you like me, is Danish, then editor.dk is a good store and I got my LAMY fountain pen (picture related) for about 250 DKK.

Other than that, I have no clues, try your nearest book-store/office-supply-store and ask if they have fountain pens. They will try to get you to purchase their most expensive, but you should insist to see their cheapest first.

Good luck.

TUL .5 or .7 mm. Fairly cheap and comes in a pack but the writing is noticeably precise.
