To be fair, at least with non-English speakers it sort of makes sense. I actually find it far less gratuitous when it comes from a non-native speaker since they at least have a good vocabulary and can express themselves in a quite sophisticated way. They're just overdoing it. It's the fuckwit native tryhards that get me.

Depends on the position, but 'Dear Sir/Madam, please find enclosed my application' would be better. You can always tell third worlders from this overly ornate prose style. In my profession it's only Indians and Nigerians who write like that, maybe it's a colonial hangover where they were taught that was the best way to write and never updated the system

It's something I also have noticed as a French, people from West Africa who have lived some time in France often use an overyl formal French with old ways of phrasing. On top of that many of them are employed in the administration in jobs that require some kind of decorum.
