The historical context. Drastic social changes following the French Revolution at the end of the 18th century resulted in greater freedoms of the press and opened the flood gates for writers to experiment with a whole host of new ideas. In the 20th century, changes were not as drastic, but there was still a small boom in literature following the sexual revolution and the relaxing of censorship laws. In the 21st century, literature is no longer the dominant artistic medium, so we see fewer great books on average.
