This is already happening. Nobles and lords have employed vast spy networks in order to surveil their kingdoms and they used to shit in buckets. Today, every internet connected device is surveiled either directly or in an automated fashion through hardware level backdoors and Internet cable choke points where data is automatically analyzed. Satellites are used to scour every square mile of the globe and are readily used to track dissidents that are eluding other forms of surveillance, typically if they have gone completely dark and abstain entirely from using public infrastructures such as the Internet and cell towers, and that's if they aren't already being tracked by drones. Most new cars have embedded GPS and GSM hardware which sends data to the car manufacturer that is freely sharing that data with law enforcement worldwide, not to mention a microphone that actively sends voice data to the manufacturer as well and can be covertly activated at will.
If you don't drive a computerized vehicle, abstain from using Internet connected devices, have absolutely no history as or affiliation with a dissident or overly suspicious individuals, and essentially haven't affiliated yourself with any persistent IDs that would give you away, then you could make the claim that you're not being surveilled. Otherwise, there are multiple databases out there with pertinent information describing you as a person, linked with behaviors, habits, social networks, desires, preferences, and MANY other data points that can be used to determine whether or not you are capable of becoming a 'threat to society' if you aren't already. Global surveillance has been here for some time.
