Not all books have the "borrow" option if that's what you are referring to.
You can download the majority of books and in different formats.
Also, if you like reading books from the XVI/XVII century or you need some illuminated manuscripts for reference you can find a lot of stuff.
It is all organized with tags so it's very easy to find interesting stuff that you were not even looking for.

"Digital Library of India" has uploaded a massive amount of obscure mid-20th century works all of which must be copyrighted under American law, don't know how they're getting away with it
