mode is position within structure, modality is the actual structure.
different modalities means different structure (say, capitalism vs communism)
mode is where you stand in some (previosuly stated or implicit) structure. say rich, or poor.

It's more like 'economics is a modality of organizing resources, with specific mode of communism/capitalism'.

You can end up with confusing ontologies. Best to think about modality is "just something with ability to have a mode". Economics has possible modes, people in capitalist system can have specific mode (rich/poor) etc.
