I agree with this. To answer the questions on the left, culture is organized by impact, difficulty to produce, novelty, aesthetic value. "Who" controls the process is less important than what: societies will always be stratified by intelligence and everyone will be aware of this. The more intelligent will naturally seek out high culture. Control of cultural categories is important because it keeps trash from being pumped out constantly. As a society becomes more warped and backward, it will begin to produce more garbage and destroy anything worthwhile e.g. America

Becuase “High culture” expresses emotion/ideas in a more subtle and beautiful way than “low culture.” I put quotes around them becuase I believe that more often than not high culture and low culture mix together and neither is purely refined or barbaric.

Moby-Dick, for example, was one of Melville’s worst revived books by critics when it was released, over time it received the recognition it deserves becuase not only critics reserve the right to dictate the value of art
