Because philosophy is a rigorous academic discipline with its own terminology, frameworks, theories, etc. A lot of philosophical ideas can indeed be expressed in fiction, but this is not optimal when you want to actually establish a formal theory in this field.

It doesn't have to be accessible to laypeople; the majority of philosophical works are written for other philosophers, much like the majority of science papers are written for scientists.
Only brainlets look at philosophy as 'smart guys talking about life' when it is much more than that. You wouldn't ask why physicists don't write their papers like novels, so apply the same logic here.
