But passions are removed from the heart by ration, thus purifying their will and becomming their Power.

If will is power then morally it's indifferent for the simple reason that it's possible to will the bad every bit as much as it is to will the good, it's even possible to will the bad while believing one wills the good and this is probably even the norm given sin, which is inescapable
