When Eliot bangs on about tradition, is he literally referring to Homer in Homeric? The Book of the Dead in Hieroglyphs? The Troubadours in Provençal? Mahabharat in Sanskrit? The Tain in old Gaeilge?

I think he's referring to AUTHORITY, (and in his own context, he's referring to Western (and Christian) Civilisation and its canonical texts. see Notes Towards a Definition of Culture by him)
He was an individual in a world where the routine way of life was crumbling never to return through science and war.
And by connecting each act of creating A E S T H E T I C S with the TRADITION in a way they fight each other but eventually reach a middle ground, he is following the footsteps of M. Arnold and trying to reconcile Anarchy with Culture.
