People log their current position to the system willingly for "navigational help"
People give written reports("rate") of what movies they watched and what books they read and how much they liked each one
They upload their personal files to the cloud for "safekeeping"
They have a microphone on their homes that listens to everything they say (and definitely does not record) in case they need to "voice control" some application on their PC

Surveillance was not only not forced to the population but it was marketed and sold as a commodity instead. And everyone bought into it.
