His advice is good for people who already have the skills and talents to succeed on their own merits, but are too held back by social and ethical conventions. The trouble is, everything thinks they are like that. A subhuman neckbeard reads Machiavelli and thinks "I'm a fucking talented genius, all I need to do is stop giving a shit about other people". Then he reads Nietzsche and thinks the same thing. The problem is that these people have no actual value to begin with. They are not being held back by social conventions - they are being held back by their inadequacies, which they are unable to recognize because they read books like this and it gives them an excuse to blame their problems on everybody else. You can't really blame Machiavelli (or Nietzsche, for that matter) because they were writing in a different time, and didn't expect their books to be read by coddled narcissists with liberal arts degrees.

It's a book for kings. It would never apply to any pleb, either today or 500 years ago

If you think Machiavelli fetishized born nobility like kings, how do you explain his love for the Florentine Republic? Or his biography/fanboy love letter of Castruccio Castraccani or whomever, who wasn't born into nobility?

Well the real one was but his fictionalized versionwas more of a rags-to-riches story.
