Try the Origins and Doctrine of Fascism by Giovanni Gentile for a treatise by one of the architects of the ideology.
You may also be interested in The Nature of Fascism by Roger Griffin

Andrew Heywood's Political Ideologies features a good summary of fascism and its Italian roots, but for a single volume complete history I wouldn't know what to suggest.

I didn't Heywood's book. i found it quite shallow, though i suppose that is to be expected from an introductory textbook.
