I'm writing a really out there and edgy fiction book where Emma Gonzalez and David Hogg are the antagonists. Is there any way to use their actual appearance and names without getting sued?

I wouldn't use their real names, you could probably get sued, but if you could write it in a way that it is overwhelming obvious who you are referencing.

I think it was either Stephen King or Michael Crichton that wrote a fictional version of a critic of his that matched his description but also had a small dick. So said critic couldn't say anything about the resemblance without having to comment on his small dick.
