How do I increase my verbal/literary acuity? I'm relatively intelligent quantitatively. What would be the best way to help my verbal and literary abilities that does not require hours of reading each day?

Unironically talking a lot. The catch is you need to talk to other people because the key to communication is catching what the other person(s) is communicating back to you, both verbal and non-verbal. If you can understand what is being said back to you, you can adjust your own speech to match the same general direction the other person(s) is moving towards and keep the conversation from spiraling into something neither of you understand.

You also need to talk to other people because you need to become accustomed to how different people react. You can say the same thing to a thousand people and get a thousand different reactions. Being familiar to these different reactions helps you build expertise in how to respond to these reactions. Again it boils down to actually spending time talking to other people so you gain experience in talking to people.

Also take public speaking courses.

You have the power to end conversations when they seem to have no more value. Knowing when you begin and end a conversation is important, and it builds your ability to assert yourself at the same time.

You can to start, but you do need interaction with another person because you need to have a conversation that is not entirely under your control. Knowing how to roll with responses you could not have imagined builds your ability to respond well.

I want to write more compelling and credible stuff. Can you list a set of books from 1 through 10 on the quality of their writing so I can compare some of their stuff to my stuff. I am unable to tell the difference in the quality of writing unless it is either really good or really bad. I need a metric for something that seems to me very ambiguous.
