They are not. All logic is built from observation. Logical systems assign truth in ways both similar and differing to those around them based through observation. As the being emerges and begins to learn more about the world it replaces false assumptions with true axioms.

It doesn’t. It first has to grasp the concept of 1 and 2. From there it has to understand addition. A freshborn child has no notion of addition or numbers. It has to learn these things before it can learn others.

I didn’t explain that part very well. Basically the being observes the laws of the universe in action and builds models of logic based off of these laws. The being may construct a false model and since said false model is not grounded on a law it will be discarded. Therefore truth is models which are, assuming the model is built correctly, models which stand upon laws and can be inquisited while keeping sturdy
