You certainly don't. Heidegger describes this in Being and Time before he even gets to moods. What you describe when you think of "NPCs" is Das Man, which dictates to cases of Dasein what 'one' does in a given situation. If we interpret a human beings as cases of Dasein, then the notion of NPCs is unintelligible. This is because Dasein is not Das Man. Even if you try to stretch this and say that a case of Dasein who only does what 'one' does is an NPC, then you're still going nowhere to prove that this case of Dasein is not doing this of their own volition.
