For me it sounds like he points to the fact that anxiety always leaves open the potential for a sudden shift to happen. The other emotions project permanence and resolution to their targets.

Anxiety is just low grade fear. More so all emotions are just a hormone secreted by your body to prompt you to react in a way that is evolutionarily viable, in other words to better your chances of passing on your genes.

Stop trying to find esoteric meaning in a biological function meant only to encompass a very limited set of goals, those being survival and procreation.
