It's a loving self-parody

Ignatius is a comic exaggeration of what Toole perceived as his own worst qualities, like Skimpole in Bleak House or Kafka's protagonists

While you can frame the book as a liberal critique of reactionaries, in reality the author was a reluctant Catholic (i.e. a spiritual monarchist) who based the structure of Dunces on the same ancient medieval text he has Ignatius celebrate

Toole recognized his own reactionary tendencies as unrealistic and often generated by personal inadequacies, but what makes the book so funny is that Ignatius has legitimate and relatable intellectual objections to his world

It still amazes me that people can read this book with such an absurd caricature as Myrna Minkoff and think that the only punchline this book has is "lol reactonaries"
