Depends on the author, the book, the margins, the text size, the page size, the vocabulary, the concepts, the themes, the mood, the tone, the syntax, everything. Pages/hour is a ridiculous metric.

OP probably couldn't read 20 pages an hour of Melville or Faulkner (etc) mass market paperback/Norton Critical editions. I don't think anyone could unless they were already intricately familiar with the text
