Am I retarded? I get sleepy just after reading for 30 minutes. It takes me about an hour/an hour and a half to finish a chapter in a book that is usually 15-20 pages. How the FUCK do I read faster without zoning out?

Maybe you're just not a worthless NEET and you have a job/life. That saps most of your energy.

Stop worrying about how fast you read and start worrying about the fact that you can't keep yourself awake.

How do I do that

It could just be that you're healthy and have a balanced sleep cycle. In which case, start reading earlier in the day if you want to read for longer.
You could also be a moron and have such little activity happening in your brain that it shuts down every time it's convenient. In which case; go to bed, wake up, drink a Monster, mow your lawn; it'll all be okay.

I got sleepy reading just one paragraph.

I guess it had more to do with sleeping schedule. Back then I was in a bad shape. I got anxious about school performance and the hours I spent studying. Eating disorder, can't sleep in the night and doze on class.

Today I still doze on topics I don't understand. Can't help it.

Water, drink a lot of water in-between reading sessions. Drink water at the top of every hour. This will help moderate wake-sleep cycle by making you pee. The body processes the water as a big chunk of important shit and you will be more awake all the time. If you're younger you might just be less capable of reading - read more, read books you are interested in and not crap we recommend just to boost your intellectual cred, and maybe implement a regular time to read so you're surer to practice.

more drastic
1. Stay up for as long as possible and sleep the second time you get extremely sleepy after 20 hrs. Work through the first one with showering, walking around, whatever. Then sleep until you wake up again.
if 1. doesn't work, try
2. Amphetamines! (if you are allowed and able)
or
3. EST is most effective for depression but not cheap. Lucky, if you're American, the government allows you enough voltage to do it at home. Hold the plug of some electronic out a bit from the wall but still plugged in, and shove your finger onto the metal to connect the prongs. The resistance your skin provides, and the fact that it's AC will make the current basically safe to handle so don't worry about that. If you can mange a place closer to your skull and further from your heart that is optimal, but I'm NOT advising you to lick the prongs. And don't do it if you're very old, dummy. If you have appliances to spare you can pull the wire out and just use the ends of the wire on some part of your head directly, but do be careful about not touching them together, and approach from above in case you get locked in gravity will moderate for you.

A page every 1-2 minutes is not optimal, but it’s not horrible.
