The best way is the tried and true way. Just get Wheelock's or something. There are lots of books, perhaps there might be a better on. But Wheelock's is adequate. Lingua Latina Per Se Illustrata is interesting, but I can't vouch for it.
As for how long it'll take to master the grammar and start to read, it needn't be that long at all. It's a year or two of university, and you could get it done quicker on your own with any devotion.
Note that when you do start to want to read the poets, make sure to find yourself physical school editions, with notes to help you with the grammar and, I can't stress this enough, full vocabulary in the back. I can personally recommend the Focus commentaries for the Æneid (https://www.amazon.com/Vergil-Aeneid-2/dp/1585102261)), and Garrison's The Student's Catullus (https://www.amazon.com/Students-Catullus-Oklahoma-Classical-Culture/dp/0806142324/))
(I have this https://www.amazon.com/Virgils-Aeneid-Charles-Bennett/dp/B00404X87Y, which would be even better if you can get your hands on it)
Loebs will be tempting, but I'd advise against them for this purpose; with the translation so ready, you'll have trouble building yourself up to actually learn to read the Latin.
Also download Whitaker's Words on your computer and your phone, and get an actually good dictionary- I can recommend Cassell's New Latin Dictionary.

French is probably both the easiest and most useful.

You seem to know what you're talking about. Memorizing declension is the most boring thing in the world for me. Can I just read and learn the declensions as I go?

If you don't wanna learn the declension via the rote method then use Lingua latina whilst looking up the grammar as you go, but bear in mind there might be gaps in your knowledge that wouldn't be there with a comprehensive grammar method. You will however be more natural and quick with what you do know. It's probably best to do both with LL first and Wheelock's second then reading native stuff

You should learn Russian and Ancient Greek. That way you know one language each of Latin (from English), Cyrillic, and Greek alphabets.

A very strict latin teacher. I got shouted at for spilling milk under the table once in that class.

No, you can't. You won't be able to understand how any word relates to the rest of the sentence.
If you find inflections boring, I suggest you go with Chinese instead.

cambridge cuts out a lot of cases, but tbph, most of the drilling nouns/verbs gets meditative. there's a reason why people who can't remember a poem in latin still remember amo amas amare amavi amatum and it's because you say it to yourself until it's like supercalifragilisticexpialidocious. at least it's not like greek drills. getting the basics of those down makes it easier to skip into poetry and move on to letters
