Seconding The Unnameable as the quintessential book where literally nothing happens.
The Tartar Steppe, One Day in the Life of Ivan Denisovich, Nausea, The Mezzanine, A Man Asleep, Oblomov are also good books where some things do happen, but in the end they amount to nothing.
For my part, I'll add Reticence by Jean-Philippe Toussaint (whom I never see discussed here), where something may have happened, but then again, probably not.
