He was against heredetary monarchies, and believed that good fathers would not always give birth to good children, which is why the ruler of a state could come from any given background (anti-reactionary fascism/anti-monarchism).
He was also against oligarchies, as well as democracies, since he believed that they could too easily be swayed by powerful demagogues, guided by vice (not too much unlike what National Socialists thought of the Jews, or what many communists think of the capitalist ideological apparatus).
