Monarchies
Mises has a point to defend this, modern democracies are temporal, politicians don't worry for the country in the same way you don't worry for someone else's pen, you just want to get the most benefit in the smallest span of time, democraciea don't develope a personal bond with their countries.
Kings do, they are the state and they are the only responsible person for its downfall or success, they treated their kingdoms as properties, and as such you don't want to plunder it in 4 years, you want to build long running projects and wealth, even the church advocated for overthrowing kings if they were unfair and you had your whole family and other kingdoms looking over you.

Realistically it is the best system that can protect the liberties, rights, opportunities, self-respect, social cohesion and income of the biggest possible number of people.

Two things will almost always be constant
1. You want to voluntarily group up with people who are like-minded (unless you're really, really well armed somehow), otherwise you'll have to live subject to the rules other people impose on you
