I thought the book was really great, I see it as attempt to figure out how a multi racial and multi cultural pan humanist society could actually work.

Instead of imagining a liberal Utopia where "everyone just stops hating each other" he tries to craft an actually working alternative, which doesn't fall into the traps in which modern liberalism has fallen.
Meaning democracy where the selfish don't get a say and a justice which seeks to put an end to offenses by any means necessary.

It definitely isn't "Fascist" although that is just a buzzword given to it from parts of the left, indicating their dislike.
