It does so if you are a low tier life form like a hobbit or weak human.

The invisibility is kind of just a side effect of its actual function. It pushes you further into the spiritual realm, that's why you disappear from most people's sight, though beings that exist in both realms can still see you to a varying degree.

Ring Wraiths for instance had that thing happening to them to a lesser degree over a longer period of time by their own lesser rings so they can see you even if you have the ring on. If you watch the first movie then you will see that elves and ring wraiths have a more clear pronounced appearance in the spiritual realm than other beings because they live in both realms at all times. It is implied in the story that strong elves might be able to wield the rings power. The wizards, as the strongest beings in middle earth besides Sauron could too.
