Part of it comes back to their view of history as a "progression". You can see this clearly in communism, but also in modern catch-phrases like "right side of history" and "wrong side of history". This type of belief subjugates human to broader (perceived) historical processes and it makes it easy to justify all sorts of things. It creates the belief that your actions (whatever they are) will be vindicated in the future, that the ends will justify the means, etc.

It's basically a cheesy, but not whole incorrect, response to left-wing claims in the mid-2000s that George Bush Jr was a fascist who is building a police state. The author outlines a series of examples from the past where left-wing and Democratic presidents went much further than Bush did post-9/11 to silence dissent and punish critics and journalists. A couple examples I remember were the atmosphere of nationalism created by Woodrow Wilson and his subsequent anti-free speech measures during WWI, and the internment of Japanese by FDR from 1942.

Pretty blah book, desu. My main criticism would be that two wrongs don't make a right; tyrannical behaviour by past presidents doesn't make that of the current president any less dangerous.
