Gondor and Arnor are actually both heavily based on the Roman Empire. When they're united, they're the entire empire. When they split, Arnor is the Western Empire and Gondor is the Easter Empire. That's why Arnor falls while Gondor keeps chugging along, albeit in a diminished state. In particular, Osgiliath is clearly based on Constantinople, since it spans the Anduin River the way Constantinople spans the Bosphorous.

LOTR is thus, in part, kind of an AU history story about what would happen if magical powers managed to save Constantinople from the Ottomans.
