Yes, but I use whatever other information available to me as well.

Books with photographs (as opposed to drawings) on the cover tend to be annoying.

Movie tie-in editions are almost always annoying.

Books with the aesthetic of any school of writing I dislike will tend to be annoying; e.g. chick-lit.

Books with promotional blurbs/quotations on the cover will tend to earn my disdain. e.g.

"Unputdownable" - New York Times

Anything on the cover that's trying to sell me the book will annoy me.

I'm usually not one to blind buy books, I'll have either had it recommended to me or heard about it in some other sense. As much as I like to wander around book stores browsing it's not something I do for the sole purpose of buying something.
