What are the best history books to get a good overview of Roman History? Both the Republic and Empire if that's possible. Don't include Rubicon by Tom Holland because I already have that.

Go straight to the classics and hit up Plutarch's Roman Lives

cicero's rhetorica ad herennium
also read the sophists and understand how they intentionally use the wrong meanings of words to force an argument and manipulate the listener. it is not important to be correct. it is important to win.

Livy, Plutarch, Cassius Dio, etc. Landmark has a Julius Caesar out that is supposedly amazing except it is hardcover only and the appendices are online.

Plutarch's lives is great (one of my favorite books) but he expects you to have a basic understanding of history going into it.
I'd suggest reading Plutarch after you have a decent knowledge of Roman (and Greek) history first.

By all means you CAN read Plutarch first, and it will be enjoyable, but it won't help you learn the history very well.
