Machiavelli says there are two types of people, the ambitious who are the princes and the content who are the people. Does he talk about where the difference comes from? Is it innate or from experience?

I'm not sure how Machiavelli would answer these questions. I've only read The Prince and it's possible he discussed what you're asking about in his other works.
