If I'm writing a cyberpunk story that takes place in a simulated world, is it better to clearly define the rules of that simulation or leave it undefined?

Finish the story. It will tell you what it needs and you can catch it in drafts.

Only as it is necessary for the plot of the story, or a particular concept being introduced. Otherwise leave the rather extraneous "rules" out unless it becomes necessary to explain.

Do not spend too much on exposing the stipulation of clear rules unless it is a plot device. Not because it can be boring but because the probability of writing yourself into a corner is very, very high. Before you realize you'll be need a Deus Ex Machina to save your first Deus Ex Machina because your rules are far too good to allow for that one small exception you wanted to use for the plot.

Thanks guys, I'll just write it by the seat of my pants while explaining only as many rules as I need too, and see how it comes out before I think about changing my strategy
