I know Heinlein didn't do himself any favours after the book was published but I always got the impression that the entire fascist thing was a tongue in cheek jab at American imperialism in the 50's. The fact he didn't come out and admit this is hardly surprising given the political climate of the time. It's a fun science fiction book not to be taken too seriously.
