Furthermore, historically, if you look at Eastern Europe where large areas like this existed, they were absolutely always inside the realm and not on the edge of it. See: Poland, Hungary, Romanian principalities, Bulgaria, Serbia, Georgia, etc. Rivers, mountains and steppes were always the limes for the respective realms.
