Reading slow is fine, take time to relish the words. Appreciating beauty isn't a contest man

(unless you're not talking about literature. then, just read more and you'll get faster)

try taking the nub end of a pencil or something similar and tracing it along underneath the lines of the page that you're reading

then you can also try to glide over prepositions and such, essentially jumping between nouns and verbs to increase velocity
