I'm almost finished with this and i'd say no. While Tolstoy does talk about various battles and a bit of tactics, Tolstoy's main focus when discussing the war is pointing out that historians were biased and created an inaccurate account of why the war occurred and inaccurately portrayed the motivations behind Napoleon's and Kutuzov's actions. That being said I think everyone should read this book. It doesn't just focus on the relationship between lovers, but covers the lives of several families throughout the wars and their relationship with one another.

All I can find is used editions for several hundred to thousands of dollars and honestly that seems a bit much given what I usually pay for books

If you're interested in large scale tactics I'd recommend Campaigns of Napoleon - arguably the definitive book but a bit pedantic
