The burden of proof is on whomever wants it bad enough. I can make any claim, but the one who wants the truth bad enough is the one required to come up with proof.

In this way, it's less a burden and more based in human interest: "Whoever is convinced their perspective is correct and psychologically falls to feeling they need to qualify their position must supply proof, even if their perspective is simply 'The claimant is incorrect.'"

All of the sciences and maths run on the reality of where interests lie, not on the shoulders or at the feet of whoever claims whatever. It's why humanity can be silly enough to allow marketing of false or incomplete information to be accepted as truth -- prime example being the Western military's war-time marketing//propaganda becoming a common folk belief that carrots improve eyesight.
