What's the emotional pro and storytelling advantage to make your antagonist biologically related to the protagonist?

Goku and Vegeta are the same species but they aren't "related" in the sense that they're part of the same family.

The advantage of that, is the allocated use of the connotations that come with family members, and the fact that the two might know each other or have a detailed past.
