the metaphor is found in '[I] light a city"

specifically 'light' being used as a verb to indicate she actively shines which effectively compares her to any bright source of light (think the sun, or the collective lights of buildings) by saying if she were complete (again, not the metaphor, but a prerequisite for the metaphor exist) should would be /like/ a bright object that could light the whole city.

Verbal metaphors take some explaining but they're simple to make and are often forms of personification. Take this shitty example:

Poe is a good starting point for poetry, just know that there is better stuff out there. If you put in the time try reading Blake and Keats, Sylvia Plath is also easier to digest, after a while try Emily Dickinson, look into anlises online and try to discern what they're trying to say and compare it to what you get from them. She's a young poet (24), she doesn't work entirely in the Western tradition and there is precedence to her style, she's a bit of a pseud honestly, she resonates with young women (especially women of colour), she was published because she had such a big following on the internet rather than for being the greatest contemporary poet, she is not representative of contemporary poetry.

I don't particularly like her but I'd rather read her poetry than the criticisms against her poetry because I haven't seen a strong, convincing criticism against her that even gives an erudite appearance -- instead just feelings about what is and isn't art (while arguing against subjectivity). At least I get the appeal of Kaur.

Kaur is interesting in so far as it is absolutely fucking impossible to distinguish her real poetry from the fake ones that do not obviously draw from memes.

As she will inevitably move further into meme territory, the distinction between reality and parody will completely dissolve.
