Read Moore's argument against skeptics in the first place.

That sentence is cites it.

'On Certainty' is a reply from Wittgenstein to Moore's argument against skeptics.

Hint: He isn't saying that Moore is wrong (in the fullest sense), only that he is making the incorrect argument. I wouldn't class Wittgenstein as a skeptic.
