The underlying problem is the public education system. They fail to offer a education. And then it's easy for the military to lie and say to recruits that they will be protecting or freedom. Plus they offer incentives such as money and a degree.

When I was in high school a few years back, there was a waiver you could sign so the military couldn't request your grades or family's financial records. So a lot of people in the military were specifically targeted by recruiters because of their poor grades or bad economic situation, and I doubt they really knew exactly what they were getting into.
