It's "for all intensive purposes". It basically means "solely for the sake of being thorough" or "only for the sake of in-depth concentration". For example, if you had an exam in a few days, you might start skipping a few classes to study - for intensive purposes. The purpose of skipping the classes is so you can be more intensive with your study.
