Someone who finds himself suddenly in the leader position through the acquisition of a state that was ruled by a leader previously would be wise to continue the regime as it was. This probably means ruling through fear.

However, states previously ruled by a republican or some sort of hybrid governing body or states that have been acquired through (expected) inheritance should be ruled in a different manner. The difference is a big reason why Machiavelli's proposed ideas and techniques are so Machiavellian :P
